one possible and practical solution is one I've been championing for some time now, a skill to allow for "ore volume compression".
I believe it should only apply to mining barges to make their name fit their capacity for mining and nothing else.
What the skill would do is very simply reduce the volume of the ore you are mining once it is actually dumped in the hold by a multiplier per level.
At lv1 it could be a 10% reduction in volume At lv2 it could be a 30% reduction in volume At lv3 it could be a 50% reduction in volume At lv4 it could be a 70% reduction in volume At lv5 it could be a 90% reduction in volume
It could be made to be a difficult skill to master, but not completely insanely difficult because it is quite limited in function and doesnÆt actually make you any better at mining in any way, it just lets you hold more of what you have mined in your cargo bay.
Now at first one may thing this wouldnÆt solve the problem, but if you really look at it, it would cut into ore theft like a knife, as well as giving miners a much needed increase in capacity for ore only in their barges which are supposedly designed to haul ôbarge loadsö of that ore.
When a Covetor for instance has itÆs normal 4,000m3 of capacity in ore, but the ore is ôcompressedö by a 90% volume reduction, thatÆs effectively 40,000m3 for the ore youÆre mining! Round about a jettison can and a half in one cargo bay at masterful level, but it would only apply to ore (not mineral, trade goods, etc) so there wouldnÆt be any detriment to industrials as group haulers and such, and it would eliminate the near dependency on jettison cans by giving such a powerful incentive to mine with barges.
When more people migrated to barges to get that benefit of simplicity, jettison can mining wouldnÆt completely go away, but it would certainly thin it, and with fewer people mining into jettison cans in the universe by default the numbers of ore thefts will have no choice but to fall off as well since there simply arenÆt any jettison cans to steal from in many cases.
Even beyond that, think of the stability and performance boost miners would see when they warp into a belt and fewer new cans are being planted, less junk all over the place, and generally a ôcleanerö looking belt results in less garbage to render and likely less need to render junk leaves more remainder to focus on running the useful things.
